Lots of factors, political climate, the state of the City of Springfield, wage scales, available work force, a chance to modernize production plant, and one of the biggies...energy costs*. Interesting they're keeping revolver production in Springfield. One guess I have is that that department has an older workforce, less likely to move.
*Energy costs were one of the factors that cost New Hamster some of the Ruger expansion !

Foundry and steel machining production costs are much more than injection moulding productions and the environmental impact of these facilities are much greater. Environmental regulations and requirements carry a huge expense. When you look at the split up of what they plan to move it shows these factors play a large part of the decisions.

Now I'm wondering about the barrel making operation. Rumor was that S&W acquired TC for its barrel making experise. There were those who moved from New Hamster to Springfield to keep at it. Wow, everything does interlock !
