I haven't read the actual bill, so I don't know what limits there are to this. From a lawyer's persppective, how do you represent a client who can't tell you a lot more than I want to go out ? Do we appoint a Guardian ad Litem to provide instruction to the attorney ? Rights usually correspond to obligations. How does the critter perform on his end ?
I think everyone here hunts or has hunted. I don't see any dispute that we have an obligation to treat animals in an ethical manner. That is ethical, not a matter of law. (The law steps in when enough people say the conduct is unethical.)
It's like I recently posted about the New Hamster Legislature. We were better off when we only let them meet every other year. They now have too much time on their hands !

I encountered something like this about 30 years ago . . . . as I recall, in that case the lawyer was the jackass. . . . . sorry but I just had to throw that in.
