A new law has become effective since February the 1st 2015.
We now can no longer own more gun powder than: 1kg Black powder and 1kg Smokeless or 500gr Black powder and 2Kg Smokeless! You need to keep a full register of the powder bought and used (all purchase receipts must be kept for 3 years to prove you did not exceeded the limit). In effect this means one can reload only for a couple black powder calibers (including muzzle loading guns) and perhaps to 2 smokeless calibers at the absolute maximum.
You can't fool around with it, since they already know what you own, what you reloaded before, what you purchased in the past. They know exactly what you do reloaded before and what you now currently own regarding reloadable calibers. Even muzzle loader guns are included in how much black powder volume you can own (no more that that 1kg).
Exceeding the limit one is up for full confiscation of the guns, ammo and reloading equipment/components and your license revoked on the spot. This means that all reloaders have a tremendous problem on their hands. Stashing/hiding pre-bought powder is not and option since they know exactly how much you purchased in the past 5 years and how much you shot/used (registration -shot count- at the gun ranges). Plus during the house-calls the police also made notes what you had in your possession.
For instance I do own a bit more gun powder I now must either destroy (prove it) the extra gun powder or bring it back to the gun store (he must destroy it also). And I will get e receipt that I dropped of excess powder.
Transporting gunpowder is now limited to 1kg per transport. So if you go with some friends to a gun store, the entire party (in 1 car) can only bring 1 kg of gun powder with them.
Thanks to all the hysteria about terrorist attacks and the "possibility" that legal gun owners are "potential" explosives dealers to terrorists. The government say we do supply organizations like IS and so on. What's next.... primers. They already have a serious proposal to ban casting bullets your self. All under the so called "terrorist act"..... the most ridicules excuse ever heard.
I guess this is the end of reloading in the very near future.......... for sure.
